We beg to inform you for information of His Excellency the Governor in Council, that in conformity with the instructions contained in His Excellency's Memorandum of the 23rd March last, we called a Meeting of the Inhabitants of the Choong Wong, or Upper Bazaar, and W. Gutzlaff explained to them fully the
